Urban planning constitutes the foundation of the intervention of the Urban Agency of Tangier. Our mission is to design a harmonious, sustainable and balanced development of our territory by drawing up forward-looking planning documents that anticipate the needs of future generations.
In permanent consultation with local authorities, territorial communities and the various development stakeholders, we ensure the spatial translation of national and regional public policies.
The objective of urban planning is not only to draw up plans, but to build a living environment where every citizen can flourish.
Our Planning Tools
Master Plans (SDAU)
They set the long-term strategic development orientations for major urban agglomerations, defining the main land-use zones and major infrastructures.
Development Plans (PA)
Documents enforceable against third parties, they translate the orientations of the SDAU at the communal level and define the land-use rules for each parcel.
Development Plans (PD)
Dedicated to rural agglomerations, these plans structure emerging centers to improve living conditions in rural areas and combat substandard housing.
Specific Studies
Carrying out thematic studies (restructuring of under-equipped neighborhoods, architectural charters, heritage preservation, urban mobility plans).
The Preparation Process
The preparation of a planning document is an iterative and consultative process involving numerous stakeholders. It comprises several validation phases:
- Launching studies and collecting data.
- Meetings of the Local Technical Committee (CTL).
- Public inquiry to gather citizens' observations.
- Deliberations of the communal council.
- Central Committee and final approval.
Urban Management
Supporting and regulating construction projects
Urban management aims to ensure compliance with the regulatory provisions set out by urban planning documents. It is a daily activity through which the Urban Agency of Tangier examines, controls and validates the various development and construction projects within its territorial jurisdiction.
Our role is to reconcile investment dynamics with respect for architectural, urban planning and environmental standards.
Our missions in Urban Management
Technical and regulatory review of applications for building, subdivision, parcelling and housing-group creation permits.
Processing of investment-project files requesting derogations within the framework of the regional investment commissions.
Provision of an official document certifying the urban planning vocation of a given parcel according to the development plan in force.
Monitoring of worksites and participation in control commissions to combat non-regulatory housing.
Digitalization: the "Rokhas" one-stop shop
In line with the High Royal Orientations and the governmental strategy for the simplification of procedures, the processing of all urban planning files is now dematerialized through the Rokhas.ma platform.
Fast & Transparent Processing
The use of Rokhas enables architects and developers to submit their plans online, to track the progress of the review in real time, and to obtain their digitally signed permits, with a drastic reduction in processing times.
Legal & Land Affairs
Guaranteeing the legal security of acts and assets
The Department of Legal and Land Affairs plays a fundamental cross-cutting role within the Urban Agency of Tangier. Its action is part of an objective to ensure the legal security of urban projects, to protect land assets, and to maintain regulatory oversight.
It intervenes both upstream, during the preparation of urban planning documents, and downstream, for the regularization of land situations and the management of litigation.
Land control and legal compliance are the cornerstones of any successful and sustainable urban planning.
Areas of Intervention
Legal Watch and Advice
Analysis of legislative texts, drafting of agreements, contracts and memoranda of understanding. Legal assistance for the benefit of the Agency's various departments, the municipalities and citizens.
Litigation Management
Representation of the Urban Agency of Tangier before the courts to defend its interests and to protect public spaces against urban planning violations.
Land Monitoring
Establishment of a regional land database, monitoring of expropriation procedures for public utility, and regularization of the legal status of non-compliant subdivisions.
